Query: If schedules earmarked for N 24 Pgns can be used.

A query has been raised, if schedules marked for N 24 Pgns, sent mistakenly, can be used after doing necessary corrections. The answer is "no". They are to be immediately returned back to the DCO, WB. New schedules earmarked for the District will be made available.

Clarification to query by BDO, Hirbandh

The question was if HLO and NPR schedules printed in English can be filled up in Bengali by the Enumerators. The answer to the question is "Yes".

Sending of Village register, Town Register, Short supervisory booklet, Details of reserve Enumerators and Supervisors

Please note the relevent portion of Circular no. 11 already forwarded to you, as given below:-
"58. Preparing the two versions of Charge Register and its arrangement:
a. Charge Register before commencement of training: This would include
(i) The front cover page of the Charge Register and back side of the front cover page with filled-in details of Charge Officer on front cover page and the charge abstract containing the Total number of villages, Number of blocks, number of enumerators and supervisors etc, followed by
(ii) Village Register and Town Register
(iii) All the short supervisor-booklets with supervisory circle no. and details of the supervisor at top and filled-in columns 1 to 10.
(iv) The inner side of the last page of the Charge Register with filled-in details of reserve enumerators and supervisors.
This register should be returned to the Directorate of Census Operations before commencement of training.(date to be specified by DCO)"

Please submit the above without any further delay, for onward transmission to the Directorate of Census Operations, West Bengal. One copy of the above to be sent to the District and another copy of the above to be retained with Charge Officers and Special Charge Officers.

Filling up backside of Acknowledgement Slip for NPR

A question has been raised on if the names of all family members are to be written on the backside of the acknowledgement slip irrespective of the age, i.e., even if the age of the family member is below fifteen years who are not to be photographed now.

It is stated that the answer is yes, and that at the back of the office copy of the acknowledgement slip the last two collumns i.e.persons covered in the two rounds of photography will have to be filled up at a later stage while the rest will be filled up now during the enumeration.

The front page of the office copy is clearly demonstrative of the number of members who will not be photographed as their DOB is after 01.03.1996.

Reports to be sent

1.Note that "Weekly check report of Supervisor" is to be complied at each Charge Officer level and to be forwarded to this end by Friday 11 am , every week for onward transmission to DCO, West Bengal.

2. Please refer Memo . 32/Census/Bankura, Dated-March, the 29th, 2010 on subject as "Forwarding circular 13 along with annexure, and original letter by the DCO, West Bengal. Report to be submitted by 19.04.10". The Charge Officers to submit the above mentioned report named "Panchayet Register(Only for Rural Charges)" by 19.04.10.

3. Charge offices have to procure requisite no. of inkpad @Rs 4.77 + 4% vat for each inkpad, the approved rate as sent by DCO, West Bengal

Census start photographs











Some clarifications from the Directorate of Census Operations, Kolkata

  1. Shortage of HLO and NPR schedules immediately to be reported and requisition to be sent for onward transmission to the Office of the Registrar General of India, New Delhi.
    Otherwise the shortage of the Schedules will not be replenishable within reasonable time.
  2. Acknowledgement Slip will have to be given to Enumerators @ 1 per Houselisting Block. So the shortage will have to be worked out and reported at the earliest.
  3. In case of Census House bearing Mud Walls care should be taken to write the House number using the permanent marker pen supplied, preferably in wooden frames, bamboo poles in such a manner that the impression remains till the completion of the Census operation.
  4. It seems confusion is prevailing in the minds of the Charge Officers regarding duplication of filled up schedules. It is clarified that only HLO Schedules will have to be filled in duplicate by the Enumerators. For the NPR Schedules only a single schedule with requisite continuation sheet will have to be filled in case of one Household.
  5. Several items are being sent directly by the ORGI, New Delhi, by Post. In this regard continuous liaison will have to be maintained with the Sr. Superintendent of Post, Bankura, and for this Mr. A. Mukherjee, Pr. Superintendent of Post at Phone No. 03242 – 253273 may kindly be contacted.
